Talk to your veterinarian

Scooting and rear-end licking have several possible causes beyond full glands, including fleas, tapeworms, allergies, and skin infection around the tail base. A supplement won't resolve any of those.

See your veterinarian if your dog is straining, if there is swelling, redness, discharge, or a foul smell near the anus, if your dog is painful when touched back there, or if the scooting continues despite treatment. An impacted gland can abscess and rupture, which is painful and needs medical attention rather than more fiber.
